The World Wide Web Consortium (W3C) was established to encourage web designers and programmers to work to certain standard to ensure the not only would website be well constructed and work well, but that they would also offer compatibility with various tools that allow visually impaired or even blind people to still be able to browse a website and "read" the content.
The other major advantage of being fully compliant in this area is that search engines simply love well written W3C compliant websites, so they always do well in search ranking.
